What kind of primer before plaster wall finish

I removed cedar tongue and groove from my living room and plastered the million holes. The walls have an oil base paint on them that is about 20 years old and is damaged by smoke from a wood furnace. Should I use an oil based primer to cover the smoke (I washed it, it won't come off), or should I use a water base primer. I have to do a plaster finish, which is water based, because the walls are in such bad shape. I read that if the moisture in the house is high, which it is, use water base. I just can't decide. Oil covers smoke. Water aborbs the moisture better. Help.
