spray paint help

I wanted to give a used metal filing cabinet a facelift with spray paint, but it's not turning out well. I sanded every surface lightly, and gave it a light coating of spray primer, designed for use on metal. Then, I used a silver-metallic spray paint. The finish is uneven, and the silver color comes off to the touch even days after drying. What should I do now? Should I try to even out the paint job with more coats of silver paint? Do I cover the whole thing with an acrylic clear coat? I've worked with spray paint before (though never metallic), so I know my technique was fine. I sprayed many light coats, with light sanding in between.
